Explanation
Please explain in the area below why an STA is necessary:
This STA is being sought for the Atlas V/ORB-4 Mission supporting launch processing operations, in-flight profiles, and a disposal of the Centaur Upperstage. This launch is manifested for an earliest Initial Launch Capability (ILC) of December 3, 2015. Start of launch vehicle pad operations, where open RF transmissions would occur, may begin as early as August 24, 2015.

Purpose of Operation
Please explain the purpose of operation:  Launch vehicle communications for commercial space launch mission from Space Launch Complex 41 (LC-41) at Cape Canaveral Air Force Station, Florida.
