Explanation
Please explain in the area below why an STA is necessary:
We have been informed by ELB that our 442 application (filed 4/23/01) is being processed and that the anticipated completion date is undetermined at this time. The CODAR sensors we are requesting an STA for measure sea surface currents that influence local nearshore upwelling. These are seasonal (spring-summer) and researchers hope to be fully operational in time to collect data for the 2001 season. season.

Purpose of Operation
Please explain the purpose of operation:  The frequency and license request are for CODAR installations needed for a 5-year $7.5M National Science Foundation study #9907884) to monitor and model ocean upwelling phenomena off of Bodega Head, California. UC Davis, Scripps Institute of Oceanography and San Francisco State University researchers are collaborating on this effort. Additionally, the Sonoma County Water Agency recently awarded UC Davis-Bodega Marine Laboratory a $500,000 contract amendment (#TW 99/00-110) to install and operate a CODAR array for continuous environmental monitoring (sea surface currents) adjacent to sensitive salmon habitat.
