Please explain in the area below why an STA is necessary:
CICERO operations are primarily conducted out of the Bardufoss Norway site, however this site has had a critical failure of the RF chain that is under investigation. Replacement parts have been ordered, but typically have a 6 week lead time, after including shipping and installation time leads us to request a 60 day authorization.

Purpose of Operation
Please explain the purpose of operation:  The site will be used for critical TT&C items, including uploads of spacecraft schedules, maintaining the spacecraft file system, and resolving mission anomalies if they occur.
