Re: Form 442 file no. 0402-EX-PL-2009, confirmation no. EL524205
Subject: Experimental license application for TransCore

Dear Sir,

This letter provides justification for the experimental license application referenced above for
TransCore. This experimental license application desires to extend for 5 years the previous Special
Temporary Authority granted to TransCore dated May 23, 2008. Reference call sign WC9XXG, file
no. 0231-EX-ST-2008.

TransCore designs and manufactures Radiofrequency Identification (RFID) systems at their
Albuquerque, NM technology center. As such, engineering development and testing of these RFID
systems requires that TransCore be able to transmit the various frequencies under development for
extended duration in order to properly evaluate the quality and performance of their designs. It is for
this reason, to enable TransCore to properly design, test and de-bug their RFID systems, for which
the experimental license is requested.

Thank you for your assistance in this matter. Please contact me should you require additional
clarification of this request or the justification provided.

Sincerely,

Brian Slowik
