Subject: Requested Information re: TowerStream Experimental Applications

Importance: High

Carl:

Pursuant to our conversation on January 26, 2005, please be advised that TowerStream
desires to amend its applications to reduce the number of users per market to a maximum of
50.

Additionally, with regard to TowerStream‘s selected trial markets (Dallas, Boston,
Chicago, Las Vegas, Phoenix, Atlanta and Seattle), the Commission is advised that
TowerStream selected these markets because of unique ground clutter distribution and
environmental characteristics. Specifically, with regard to Dallas, Las Vegas and
Phoenix, TowerStream views these markets as essential to TowerStream‘s 3.65 GHz trial.
Dallas has unique hot and cold weather, rain, fog, ice, and extreme humidity and has a
downtown area and commercial district that spans more than 14 miles. By contrast, Las
Vegas has a densely populated downtown area spanning less than 2 square miles. The extreme
heat in Phoenix, along with the distribution of terrain, foliage
(cactus) and geology will affect signal absorption and reflection in the coverage area,
making Phoenix uniquely different than Las Vegas and Dallas.

If you have any questions regarding this matter, please contact the undersigned.

Sincerely,

Donald L. Herman, Jr.
