Exhibit A Request For Expedited Processing TowerStream Corp. Las Vegas, NV TowerStream Corp. ("TowerStream") hereby requests expedited treatment of this application for experimental authorization. Specifically, TowerStream asserts that expedited action by the Commission is necessary to ensure that TowerStream's proposed experimental services may be deployed as soon as possible and that a substantial portion of its trial is completed prior to the adoption of new rules for the possible use of unlicensed devices in the 3.65 GHz band. TowerStream has already placed orders for the purchase of the equipment described in this application, and is prepared to immediately execute leases on buildings and rooftops necessary to commence experimental operation. As a result, a lengthy processing delay would not only be detrimental to TowerStream's proposed experimental operation, but would also harm the public. As explained in the instant application, TowerStream seeks to demonstrate, through experimental operation, that the 3.65 GHz band is suitable for the operation of unlicensed devices, both inside and outside areas which could be deemed "precluded" by rules proposed by the FCC. Because the Commission is currently considering such rules for the 3.65 GHz band, time is of the essence to ensure that TowerStream may immediately commence its experimental operation and have time to report back to the FCC on its findings prior to final establishment of rules relating to the 3.65 GHz band.
