Please explain in the area below why an STA is necessary:
STA is required to test mobile beacon for existing radar system. Two transmit locations are requested. One is defined in NC with a rectangular shape which constrains the flight area of an airplane that will carry a mobile transmitter. The transmit location is in South FL with coordinates and a radius of operation because the exact transmit location has yet to be defined. Once chosen, it will be within this radius and will not change for the duration of the transmissions.

Development of a mobile beacon to improve existing radar systems performance. Operational system (Relocatable Over-the-Horizon Radar, ROTHR) has its own frequency authorization. Our system will operate in coordination as the ROTHR system at the same frequencies as and significantly lower power than ROTHR in a mode that will avoid interference. Total use will be maximum of 32 hours over two weeks (roughly 8 hours/day for 4 non-contiguous days). Broad range of dates is requested to allow for slips in schedule due to COVID-19 and other delays.

Please explain the purpose of operation:
Development of a mobile beacon to improve existing radar systems performance. Operational system (Relocatable Over-the-Horizon Radar, ROTHR) has its own frequency authorization. Our system will operate in coordination as the ROTHR system at the same frequencies as and significantly lower power than ROTHR in a mode that will avoid interference. Total use will be maximum of 32 hours over two weeks (roughly 8 hours/day for 4 non-contiguous days). Broad range of dates is requested to allow for slips in schedule due to COVID-19 and other delays. We request an exception for the mobile transmitter to use some fixed designated bands in order to maximize the available frequencies available to match ROTHRs operational band. Max height for aircraft will be 25kft for the NC location. This will be a manned King Air 200 plane, and we will have the ability to communicate with the air team to modify transmissions
