Please explain in the area below why an STA is necessary:
The MITRE Corporation seeks a Special Temporary Authorization to transmit HF radar signals from the Key West Naval Base. MITRE is developing a small HF radar system for use in monitoring marine protected environments, and the system must be tested in an open ocean setting.

Purpose of Operation
Please explain the purpose of operation:  The goal is to collect radar data to verify system operation.
