Dear Mike Shadid,

This refers to application, File No. 0086-EX-ST-2004, for Experimental Radio Station
WB9XWN.

The enclosed authorization shall be considered as a grant of the referenced application unless
rejected by a written notice within thirty (30) days from the date of this letter, whereupon the
enclosed grant will be vacated. Such rejection should include a statement of the reasons, if any,
why the applicant believes that the application should be granted in accordance with the terms
requested therein.

You are advised that the Commission was unable to make a finding that the public interest
would be served by a grant of the application in the manner requested. The NTIA objects to the
4704-7488 MHz proposal. A 9 dB reduction in power may be more acceptable.
