Question 1. More detailed Purpose of Operation.

The STA request is proof of concept testing of a simultaneous transmit and receive radar, configured with
special processing to account for close-in radar clutter. To best test this system economically, the radar
must be positioned from a high vantage looking downward toward the surrounding terrain and horizon to
best simulate an airborne system. This type of terrain is not available in the JHU/APL (Laurel, MD)
immediate area. While not a truly mobile radar test, a mobile STA was requested to accomodate testing
both at our site and still undetermined sites in the mid-Atlantic area. Testing outside of our campus in
Laurel will be infrequent (< 5 individual days) and brief (< 5 hrs/on any given day) over the 6 month
STA period as this is an IRAD effort with limited funding.

The radar's horn antenna will be fixed on a tripod and non-moving during the test.

Question 2. Rationale for requesting 4-state operational area.

As described above, high-vantage point testing is not avaialble at the JHU/APL campus. The multi-state
request is to accomodate a large variety of terrain opportunties. Specific sites have not yet been chosen.
Care will be taken to ensure the locale is sparsely populated and all (general population) safety
guidelines are met, as we must ensure the safety of our own operating crew.
