                                 Overview of Request


Textron Aviation will conduct development and testing operations on a multi-mission
ISR aircraft at DoD ranges in Arizona and New Mexico, beginning in late September,
2016. These operations require full motion video to be transmitted from the aircraft. We
contacted Richard Wyman, DoD AFC WSMR, concerning frequencies for the video. Mr.
Wyman advised as follows:

       “…due to the mission schedule, and heavy use of the M4400-M4940 band,
       Textron should be prepared to change frequencies, as requested by WSMR…”

To comply with and provide maximum flexibility for scheduling with WSMR, we are
requesting the band M4400-M4940 so we can tune the transmitter as WSMR scheduling
directs.

The operating area requested is more accurately described as follows:

       Holloman AFB (KHMN), White Sands Missile Range, NM, Lat/Long:
       32.8440oN, 106.0993oW, 100 nm radius (185.2 km) from headings 180o to 360o
