Exhibit 1 Modification Request

Just prior to granting of this license, I was notified that frequency 4600 MHz was denied because it does
not comply with NTIA 4.3.18 channel plan for 4400-4940 MHz. While discussing with FCC personnel and
reviewing the channel plan, we determined that frequency 4570 MHz also does not comply. I have re-
coordinated with Luis Sanchez at AFMO US&P for two alternate frequencies which we believe do comply
with the channel plan. The new frequencies are 4575 MHz and 4605 MHz. All other parameters are the
same as previously licensed. A copy of the coordination email correspondence with Luis Sanchez is also
being uploaded as a separate attachment.
