Explanation
Please explain in the area below why an STA is necessary:
Grant of this STA serves the public interest by facilitating the continued development of radio technique, equipment, operational data, and engineering data. Moreover, operations will be conducted in a manner which will not create any harmful interference to existing licensees. Teligent Services, Inc. (Teligent) hereby requests Special Temporary Authority (STA) to operate non-type accepted equipment in the 3.5 GHz band to validate radio vendor's performance claims. ARCTEL, a joint venture between Arcor and Teligent, was recently granted 3.5 GHz licenses in Germany. Accordingly, to most efficiently obtain equipment in the 3.5 GHz band, Teligent would like to test the suitability of this equipment for operation internationally. The tests to be conducted would allow Teligent to assess the performance range of the vendor's 3.5 GHz point-to-point equipment prior to making a final decision regarding the vendor.
