                                  Justification for 5 Year License

The APS-508 radar was originally developed for the Canadian P-3 (CP140) with the idea of
eventually getting the radar into the US inventory due to its very advanced combination of
overland and overwater modes of operation. Telephonics is now entering a new development
phase of the radar in an attempt to acquire US contracts for the B-52 and EP-3 aircraft.

The radar development would involve the design of new, smaller antenna/pedestal
combinations as well as modification of the modes that use the new antennas, and the
development of an air-to-air mode and a GPS denied navigation mode. The development,
testing and flight testing of these modes along with the antenna development will take on the
order of three years. The antenna development is probably a year all by itself. Given the
typical schedule and funding delays that a program faces, it is quite possible this could go on for
4 years. At that point, and hopefully prior to that point, we will be having demonstrations of
the radar capability for other potential customers that could easily span another year.
Therefore, this is clearly a four year effort with the potential for 5 years given program delays.
