Please explain in the area below why an STA is necessary:
leading an effort to design, test, and produce low-cost radar threat emulators which may be employed to provide additional realism to DoD training exercises

Purpose of Operation
Please explain the purpose of operation:  Testing low-cost radar threat emulators. The goal of the SDR-Based Inexpensive Radar Emulator System (SIREN) is to develop a low cost, modular system which can emulate numerous threats at a significantly lower cost than what is commercially available
