Explanation
Please explain in the area below why an STA is necessary:
The Seatel 4003 antenna has recently become available for testing and service validation purposes. An experimental authorization has already been granted for this type of antenna (see File No. 0047-EX-ML-2003, Call Sign WD2XAU), and an STA has already been granted to another company, ViaSat, Inc., to test this type of antenna in a maritime mobile context (see File No. 0280-EX-ST-2003, Call Sign WD2XAU). Given the FCC''s existing precedent permitting limited experimental operations using the Seatel 4003 antenna in a maritime mobile context, Stratos seeks a similar STA to test this type of antenna in a similar context. Stratos intends to test the antenna in a maritime mobile context on various platforms to validate potential new satellite communications services. Significantly, this experimental STA request is virtually identical to the experimental STA granted to ViaSat, Inc. to test the Seatel 4003 in the maritime mobile context. (The only difference is that ViaSat sought to transmit an 800 kHz emission and Stratos seeks transmit a 200 kHz emission.) In view of this precedent, Stratos respectfully requests grant of the requested experimental STA at the earliest practicable time.
