Explanation
Please explain in the area below why an STA is necessary:
We are executing a US defense contract under the Foreign Military Sales (FMS) program. This contract is FA8620-18-C-3004 (Dominican Republic ISR Tecnam P2006T Integration) and is managed by the U.S. Air Force Life Cycle Management Center (USAF/AFMC/AFLCMC) at Wright-Patterson Air Force Base. This contract directs us to procure and integrate an Italian-origin synthetic aperture radar (TS20 Skyhawk SAR RADAR System) manufactured by Leonardo onto a small aircraft for ultimate end-use by the Dominican Republic Air Force. Our contract requires us to integrate and test this radar system on-board the aircraft for both FAA airworthiness certification and basic operational testing of its capabilities, in the continental USA before final delivery to the Dominican Republic air force (FARD). This application is for a fixed ground antenna location, and is associated with our previous license 0533-EX-ST-2019, which was already granted, and license 1343-EX-ST-2019 which expired November 01, 2019. The specific intent of this application is to extend the test period, and gain approval for the entire frequency band of the radar in support of a program test event that will be conducted with the radar mounted on the aircraft but from a fixed location at ground level for a relatively short period of time during which we will complete this one-time experiment. While we understand that the FCC may not be in a position to identify days of the week or times of day that would minimize any chance of interference with other emitters in the area, we do have flexibility to schedule this experiment with these constraints if they can be identified to us. The specific reason for the request to extend the period of operation is directly associated with delays in the FAA MCO approval process for previously submitted test plans.
