Explanation
Please explain in the area below why an STA is necessary:
Ground Based Emitter Systems in support of Phoenix Flight Test's Networked Airborne Laboratory (NAL)-1 aircraft scheduled for flight operations for multiple projects associated with Defense Advanced Research Projects Agency (DARPA). The two ground emitters are required to provide a ground based, fixed, RF band emissions for the NAL-1 Aircraft. Air Force Research Laboratory (AFRL) requires a FCC STA for use of the subject equipment at the Stockbridge, NY test site.

Purpose of Operation
Please explain the purpose of operation:  Ground Based Emitter Systems in support of Phoenix Flight Test's Networked Airborne Laboratory (NAL)-1 aircraft. A Contractor Owned Contractor Operated X-Band Furuno Marine Navigation Radar and a specific S-Band Radar Simulator (MASSIM) will be positioned at GEOLOC 43.034191 -75.653490, location is in close proximity of AFRLs Stockbridge, NY Test Facility. The two ground emitters are required to provide a ground based, fixed, controlled, narrow RF band emissions for the NAL-1 Aircraft to receive and engage with with a repeater type Electronic Attack (EA) Technique. There will be no broad band noise transmissions. Both emitters will be transmitting a fixed pulse frequency at 3500 MHz and 9410 Mhz respectfully, providing for the NAL-1 Aircraft System to respond
