Explanation
Please explain in the area below why an STA is necessary:
This STA is necessary to test X-band disaster relief VSAT portable units for use by the United States Air Force Rome Air Development Center and the Army National Guard at Fort Pickett, VA.

Purpose of Operation
Please explain the purpose of operation:  The operation includes emergency communications in Haiti in connection with recent natural disasters. The satellite planned to be used is XTAR LANT (30W). The includes a 4.8m hub in Houston and 1.2m portable VSAT units in Fort Pickett, VA. Eventually the portable units will be shipped to Port-au-Prince, Haiti.
