           The purpose of this program is to configure and test equipment in the 4940 MHz

to 4965 MHz frequency allocation from all non-MCI vendors before commercial

deployment of wireless networks serving public safety entities. SkyTel requests this

license to design and optimize wireless networks integrating data, video feeds, and voice-

over-IP capabilities. The resulting systems will then be made available to public safety

entities, who will license and assume control of the systems. In some cases, this

equipment may not be type accepted by the respective manufacturers during these tests.

           SkyTel will assume the role of a systems integrator for public safety entities.

SkyTel is making the instant request because, as a commercial vendor/service provider, it

does not meet public safety eligibility requirements associated with this band1 and

therefore would be ineligible for permanent authorization.

           Grant of this request should not give rise to any interference threat to incumbents,

as a search of the Commission’s databases reveals that there are currently no licenses

issued in this band in the entire state of Mississippi. Additionally, because there are no

licensees in the area at this time, SkyTel is unable to negotiate sharing agreements with

any public safety entities for partial use of the spectrum.

           SkyTel believes that grant of this request will serve the public interest. With this

license, SkyTel will be able to facilitate the implementation of previously unavailable

public safety electronic communications and video capabilities. Armed with these

innovative capabilities, public safety entities will be better suited to protect and serve the

public at large. In short, the efficiencies enabled by these systems will ensure a safer

environment for the general public.
