Explanation
Please explain in the area below why an STA is necessary:
SNC currently performing on a U.S. Government contract for the U.S. Army. Part of that contract requires us to test a receive only system located on an aircraft during flight. To perform testing we need to generate approximately 400 frequencies from a ground station from 20 Mhz to 1.0 Ghz. 186 of these frequencies lay within the band of 30 Mhz to 186 Mhz. The Transmit duty cycle of these frequencies is 10 milliseconds on and 25 milliseconds off. We will transmit 8 frequencies at a time with a CW tone until all frequencies have been transmitted then we would repeat the list again for a total of 4 hours one day and four hours the next day (2 day test) for one aircraft. I need to test 7 total aircraft over the next 24 months. The first aircraft is expected to test in mid- November 2019. We expect over the next two years to have perform this test a total of 14 times. Power level is expected to be 10W average. We would have a dedicated flight path for the aircraft and will be using a directional antenna for radiation.

Purpose of Operation
Please explain the purpose of operation:  The purpose of this operation is to collect data in an airborne environment that will be used to calibrate a special mission system that is used for geolocation purposes.
