Please explain in the area below why an STA is necessary:
Sierra Nevada Corporation(SNC) is working an IRaD to integrate our moving map software to control and display the Leonardo OSPREY 30 Radar. This STA would allow SNC to finish development of the software by setting up a SIL and controlling the Airborne Radar, to include transmitting.

Purpose of Operation
Please explain the purpose of operation:  Transmission of the Leonardo OSPREY 30 Radar at facility in Hagerstown, MD. The purpose of the STA is to allow for the transmission of the Leonardo OSPREY 30 Radar at our facility in Hagerstown, MD. There is currently no other facility setup that would allow SNC to integrate and transmit the airborne OSPREY 30 radar. This integration will allow us to further develop our software so we can install the OSPREY 30 Radar on one of our planes to conduct flight testing. This STA would be for the ground operations only.
