SUBJECT: Request for expedited Federal Communication Commission (FCC) approval to
operate OCEUS Xiphos 4G Long Term Evolution (LTE) cellular base station radio (BSR)
equipment at Camp Atterbury, IN during Exercise BOLD QUEST 2012

1. This memorandum requests expedited FCC approval to operate an OCEUS Xiphos 4G LTE
cellular BSR, operating in LTE Band 4 or 13 (pending FCC approval), onboard a Sierra Nevada
Corporation (SNC) PC—12 aircraft at Camp Atterbury, IN during Exercise BOLD QUEST 2012.
The Xiphos 4G LTE BSR is being evaluated as part of the Joint Operational Long Term
Evolution Deployable Tactical Cellular System (JOLTED TACTICS) Combat Evaluation (CV)
being conducted by the Joint Special Operations Command (JSOC) and the Department of
Defense Joint Staff J6 C4 Assessments Division and demonstrated at the BOLD QUEST 2012
exercise at Camp Atterbury, IN.

2. The JOLTED TACTICS CV is operationally evaluating the Xiphos 4G BSR during BOLD
QUEST 2012 for potential immediate fielding to provide dismounted Special Operations Forces
(SOF) with hand—held cellular solution for use with other High Bandwidth — Communications On
The Move (HB—COTM) systems previously fielded and in operational use. HB—COTM is a suite
of modular Line Of Sight (LOS) and Beyond Line Of Sight (BLOS) communication systems
providing LOS and BLOS wideband transmission, networking, and security equipment designed
to support SOF hand—held Command, Control, Communication, Computer, Intelligence,
Surveillance, and Reconnaissance (C4ISR) operations while en route to the target and while
conducting actions on the objective.

3. This request is for operations of the Xiphos 4G LTE BSR on Band 4 or 13 (pending FCC
approval) onboard an SNC PC—12 aireraft flying in the R—3403 JPG A/B/C MOA at Camp
Atterbury, IN 11—15 JUNE 2012. The test will be conducted in a non—interference basis and in
accordance with all FCC directives.
