Explanation
Please explain in the area below why an STA is necessary:
As explained in our original application for special temporary authority (STA) (File No. 0019-EX-ST-2006), Shared Spectrum Company (SSC) is under contract with the Department of Defenses DARPA XG program to conduct a series of demonstrations of next generation (XG) cognitive radio technology (contract number FA8750-05-C-0150; contracting agency Air Force Rome Laboratory). In addition to the purposes set forth in our original STA application, which are incorporated herein by reference, this modification to SSCs existing STA is necessary in order to prepare and conduct a major Go/No-Go demonstration of XG technology in July 2006. Starting immediately, it is necessary for SSCs engineers to test equipment and take measurements in and around the selected site of the upcoming demonstrations near Fredericksburg, Virginia, and in and around the SSC offices in Vienna, Virginia. Although SSC has received separate experimental authority through the Air Force for some frequencies in these areas, SSC needs additional channels on which to test a recently acquired, low-power wireless microphone transmitter and the other equipment that was approved under the original STA. SSC respectfully requests expedited processing of this modification application. It would add 7 vacant frequencies to our existing experimental authorizations in one additional testing area. The modification application also seeks to slightly expand the scope of the area surrounding the SSC offices and the transmitter power for equipment testing. Moreover, as the Commission apparently recognized in light of the expeditious processing of our original STA request earlier this year, SSC is a small business concern, and its primary revenue source is the DARPA contract referenced above and in the initial application. A delay in obtaining the modifications to the STA as requested would cause a significant financial hardship. Finally, as set forth at length in our original application, SSC is taking extraordinary steps to ensure that no harmful interference results from these experiments.
Purpose of Operation
Please explain the purpose of operation:
Demonstrating DARPA XG cognitive radio technology under an Air Force Rome Laboratory contract. These experiments will demonstrate DARPA XG cognitive radio technology under the contract referenced above. As set forth in SSCs original STA application (File No. 0019-EX-ST-2006) and the exhibit thereto, these demonstrations will show that the XG prototype breadboards utilizing Dynamic Spectrum Sharing technology are capable of identifying available spectrum pursuant to sharing rules provided to the XG radio. The original STA, under which SSC is currently operating, authorized the use of 18 sets of frequencies for three locations. This modification would add 7 sets of frequencies in a new area (Area F described in the initial application and in Figure 1 and Table 2 in Exhibit 1 hereto), slightly expand (up to 3 km) the area surrounding the SSC offices and increase authorized power (up to 1 W). See Tables 1 and 2 in Exhibit 1. These frequencies will be used to test the XG experimental system, which uses an IEEE 802.16 modem (1.75 and 3.5 MHz bandwidths) that can be frequency translated anywhere from 225-600 MHz. Some of these channels were selected to be the same as the non-cooperative radios to be used in the demonstrations, including a new wireless microphone (Shure Model ULX1-J1) that operates in 554-590 MHz. See Table 1A in Exhibit 1. While our prior application and current STA provides for low power (100 mW), indoor testing at the SSC offices to verify proper system operation, we find it necessary to conduct limited outdoor experiments in close proximity to our offices. As with the existing STA, other outdoor testing and demonstrations will be conducted in a remote, rural environment. Finally, we will continue to take the steps described in our original application to ensure against harmful interference to other spectrum users. In addition, we will continue to coordinate with SBE as required under the STA. In connection with tests near the Wolf Trap National Park for the Performing Arts (located near the SSC offices), we will coordinate and cooperate with the Production Manager for the facility to protect wireless devices used for performances.
