        Scripps Howard Media, Inc. (Scripps) is the owner and operator of WFTS‐DT (Ch. 29, Tampa, FL)
which currently uses Motorola Mototrbo series radios in analog mode for communications as part of its
electronic news gather operations. These radios are also capable of operating in a digital TDMA mode;
however, the digital mode of operation is currently not permitted under Part 74 of the FCC Rules.

        Scripps is applying for an experimental authorization to operate the WFTS Motorola Mototrbo
radios in digital mode to determine if this type of operation will improve the efficiency of the WFTS
remote field news gathering and whether the known “cliff effect” and latency issues with digital
communications would have any adverse impact on the news gathering operations.

         For this project, Scripps is proposing to operate a fixed base station unit at the WFTS transmitter
site in Riverview, FL, mobile units and a mobile relay (all Mototrbo series radios) located at the WFTS
studio in digital mode. The use of the frequencies specified on the instant application has been
coordinated with the local Society of Broadcast Engineers frequency coordinator for the Tampa, FL area.
