Explanation
Please explain in the area below why an STA is necessary:
Sceye is developing and manufacturing a high altitude platform for commercial use. To communicate with the unmanned free baloon, L and S band radio communications are required for command/control and video downlink from the platform.

Purpose of Operation
Please explain the purpose of operation:  HAPS operations include testing (1) of full-scale vehicle prototypes and (2) of vehicle and payload systems hardware and software on either unmanned high-altitude balloons or subscale versions. The Purpose of Operation is to perform experimental flight test to support SCEYE HAPS design and development. Flight test operations include (1) testing of full-scale vehicle prototypes and (2) testing of vehicle and payload systems hardware and software on either unmanned high-altitude balloons or subscale versions of vehicle prototypes.
