Explanation
Please explain in the area below why an STA is necessary:
Samsung Telecommunications America LLC (Samsung) is currently operating on the subject spectrum pursuant to a spectrum lease agreement (L000008975) with SpectrumCo, LLC, which holds an AWS-1 license (WQBG201) for the Dallas-Fort Worth, TX market. The current lease term expires June 30, 2012. Due to the proposed sale of the license, which is currently pending before the Commission, SpectrumCo notified Samsung that it will be unable to renew the spectrum lease. STA is being sought to allow continuing operation on the subject spectrum following expiration of the spectrum lease for the reasons specified below. Samsung will obtain the consent of SpectrumCo prior to commencing operations.

Purpose of Operation
Please explain the purpose of operation:  To determine equipment performance under a variety of operational scenarios. Samsung requests STA in order to continue testing and developing mobile and base station equipment intended for operation in the AWS-1 band as set forth herein. The purpose of the testing is to determine equipment performance under a variety of operational scenarios.
