Please explain in the area below why an STA is necessary:
This STA is necessary for trialing new technology that is designed to provide Mission Critical Communications for Salt River Projects (SRP) Field Area Network. This new technology has been custom designed to meet the exact needs of SRP. This is primarily for Advanced Solar devices to control and maintain grid stability. Grid stability is paramount and Advanced solar devices exhibit a higher data capacity and higher sampling requirement over and above traditional customer premise equipment. SRP have purchased 700MHz Upper A Block Spectrum and request to be able to temporarily assess and test this new technology.

Purpose of Operation
Please explain the purpose of operation:  To assess Tier II network performance in the 700MHz Upper A band. The purpose is to assess Tier II network performance in the 700MHz Upper A band. The Tier II base radio/collector will be installed on low height SRP assets (<19ft). The remotes will be mobile and trialed at various locations, and various assets, within the trial area radius. The trial assets include Advanced Solar Inverters and Capacitor Banks. The mobile antenna height will be <8ft. The Tier II network will interact with Tier I equipment across a wired IP interface. Tier I is currently licensed and FCC Approved Technology from the same manufacturer as the newly developed technology. A communications path will be tested between the Network Operation Center (NOC) across a fiber backbone to a Tier I wireless 700MHz P2MP network and then to a Tier II P2MP collector to establish reliable communications out to the assets. The purpose will be to assess propagation characteristics, data capacity, availability, suitability and fitness for purpose.
