Explanation
Please explain in the area below why an STA is necessary:
SRI is plans to continue testing of its experimental S-band radar system on a high altitude balloon over a 6 month period starting approximately May 1st. A STA license is necessary to operate the radar while the balloon is airborne. A STA license is also required for the balloon-ground two-way communication link needed to control the radar and downlink data while the balloon is airborne. SRI is requesting permission to operate the radar system within a rectangular area in South Dakota from 5000 ft to 60000ft altitude. This zone of operation is bounded by 40N 104W in the southwest corner and 48N 88W in the northeast corner. The experiment is expected to be conducted between May1st 2019 and October 31st 2019.
Purpose of Operation
Please explain the purpose of operation:
Testing an experimental S-band radar system on a high-altitude balloon. The radar system is designed to generate synthetic aperture radar (SAR) and interferometric synthetic aperture radar imagery for the purpose of measuring land deformation. The radar will operate periodically while the balloon is airborne.
