If you are using a COTS quadcopter that has been authorized for sale in
the United States under the FCC's Part 15 rules (47CFR15), then you do
not need a license from us to transmit. There should be an FCC ID
somewhere on the equipment. It may even say something about Part 15 on
it or the literature accompanying it would. If you have the FCC ID, you
can look up the equipment authorization at
https://apps.fcc.gov/oetcf/eas/reports/GenericSearch.cfm and it would
tell you if it is authorized under Part 15 or some other Part of the
FCC's rules. Let me know what you find out and whether you still need
me to process your experimental license request.
