                        FCC Application for Experimental License
                                   File Number: 0850-EX-CN-2017

                               Exhibit 1: Project Information
Purpose
SRC respectfully requests to the Federal Communications Commission to grant us an
Experimental License for the purpose of conducting interoperability tests on military radios in
support of a government contract.

Requested Period for Experimental License
SRC is requesting a one year period Decmber 15 2017 through December 15 2019. Operation
over this period will be intermittent and during normal work hours Monday through Friday.

Frequency Requirements for Experimental License

SRC will require the use of the following frequency resources for the purpose of the Experimental
License request:

Frequency Band Number of Channel Bandwidth
                                        frequencies
         420-450 MHz 10 5 MHz
        1250-1390 MHz* 1 5 MHz
        1755-1850 MHz 10 5 MHz

SRC is requesting 50 MHz of spectrum to conduct experiments in each of the above frequency
bands. We are requesting the Commission assign a band where interference to incumbent
services will be minimized.

Frequencies within the band 1250-1390 MHz have been pre-coordinated with the FAA and are
presented in Exhibit 3 FAA NGT Coordination.

Operating Location
The radar will be operated 7 ft above ground. The coordinates SRC will use are:

Location Latitude Longitude Elevation (Above Radius of
                                                           mean Sea Level) Operation
  Syracuse NY 43o 07’ 44” N 76o 05’ 03” W 400 ft 1 KM

Cease Buzzer Point of Contact
SRC is aware that there are other services that utilize the spectrum in which our system is capable
of operating. SRC understands that operation will be on a secondary non-interference basis. In
the event interference complaints were to occur, SRC has taken preventative measures to cease
and desist from transmission until they can be resolved. SRC has established a Cease Buzzer
point of contact to quickly react with any interference complaints that are the result of our system.
The point of contact for the SRC Cease Buzzer is:

                            Point of Contact Telephone Number
                        Secondary Cease Buzzer (315)-452-8114
