They are not the same. Your first location signal of 1363 MHz with a 145 MHz bandwidth just barely extends into the 1435‐1525 aeronautical telemetry band. You have three choices: 1) Narrow your bandwidth to be <= 144 MHz; 2) Lower your center frequency to be below 1362.5 MHz; or 3) Coordinate with AFTRCC. Doing either 1) or 2) probably means you would have to re‐coordinate with FAA. The instructions for AFTRCC coordination are as follows: The use of 1435‐1525 MHz requires pre‐coordination with The transmissions at the Syracuse location extend into the 1435‐1525 MHz AFTRCC band.
