Mr Young,

In response to your inquiry: "Most of your request is in the TV band (175-216 MHz) and there are
operating stations in the Syracuse area in that band. Explain how your proposed operations will not
interfere with TV stations."

The SRC Experimental Transmitter is tunable over the range 175-225 MHz, with an occupied bandwidth
of 12 MHz. Active TV Channels within 100 km of our operating location that fall within our tunable range
are 7 (WO8bJ-Ithica, WWNY- Carthage NY), 11 (WONO-Syracuse, WPNY- Utica) 12 (WWDG-Rome),
and 13 (WCUL- Oneida, WBLZ- Syracuse). We can protect TV stations in the Syracuse NY area by
tuning our transmitter operation to frequencies that are not in use. The best choice of frequencies to
operate that will protect incumbent TV stations is Channel 9 centered at 189 MHz. Channel 9 will provide
18 MHz of clear frequency space between adjacent active TV Channels, and is 9 MHz from the lower end
of TV Channel 11. For the nearest channel below our proposed frequency (Channel 7) we are beyond
the service contours of W07BJ, and WWNY. Should the Commission desire further protection to
Syracuse area TV Stations we can operate closer to Channel 7, and farther away in terms of frequency
from local stations on Channel 11 and 13.
