           According to Sylvia, all Inmarsat applications now have to go through the
           IB: she advised me to file form 312 with them.

           | just spoke to Telenor‘s legal department and they told me about the
           restrictions that come with their blanket authority such as using only
           TeleNor/COMSAT Earth Stations in the US, which is limiting for us, as we
           have used other stations while doing testing. He then told me to just go
           ahead and submit/complete the application with the FCC, though he was under
           the impression that as of October 2001, Inmarsat applications should be
           granted by the International Bureau (Form 214 | believe?) rather than the
           Experimental Licensing Branch, as Inmarsat is now a registered system in the
           US. Can you confirm this? Though these are 100% off—the—shelf Inmarsat
           terminals, we are using them for research purposes to eventually put one up
           on the Space Station, so | am not sure if we still fall under the
           "Experimental" category.
