Dear Mr. Huie:

         Satellite CD Radio, Inc. ("CD Radio"), by its attorneys, hereby submits this amendment
to its pending application for an experimental authorization, referenced above. This amendment
supplements the information provided to the Commission in Exhibit 2 of the FCC Form 442 of
the application. This amendment is in response to your queries of January 4, 1999. On that date,
you requested additional information regarding how CD Radio‘s experimental plans for the
requested authorization differed from its plans for its existing authorization, WAZXUE, which
authorizes CD Radio to conduct tests in the San Francisco Bay area in California.

        While the general thrust of the tests proposed by CD Radio in the pending application is
similar to the tests being conducted under auspices of WA2ZXUE, several critical geographic
differences between the San Francisco Bay area and the Houston, Texas area specifically require
testing in the Houston area. For example, the San Francisco Bay area is extremely hilly, whereas
the Houston area is predominantly flat. These different topographies present different
propagation environments necessitating testing in these two areas. In addition to the general
topography of these areas, the characteristics of the urban environment are also different. The
communities in the San Francisco Bay area have concentrated, built—up urban areas necessitated
by the topography of the area. On the other hand, the Houston urban environment covers a larger
area and is not concentrated in the same manner as that in the San Francisco Bay area. This
factor also would require CD Radio to conduct testing in Houston or a similarly situated area.
Finally, the combination of these geographic and urban characteristics (hilly, concentrated urban
environment versus a flat, differently constituted urban environment) present distinct propagation
environments that further warrants testing in these two areas. In sum, the testing to be conducted
in Houston cannot be replicated in the San Francisco Bay area, and vice versa.

       Given these significant differences in the operating environments, CD Radio respectfully
requests the grant of its application for a new experimentalstation authorization. If it would
expedite processing of its application, CD Radio, in the alternative, would ask that its existing
authorization, WAZXUE, be modified to include the Houston location as part of the scope of that
authorization.
