Please explain in the area below why an STA is necessary:
Testing and evaluation ELTA EL/M-2112 GROUNDMASTER radar for possible use by Department of Homeland Security. This radar is designed to detect and track people and vehicles. The intent is to test and evaluated this system for possible use by the Department of Homeland Security. Area of operations will not exceed 15km from the tower.
