Explanation
Please explain in the area below why an STA is necessary:
We produce training devices for the military EOD training schools. One of our inert IED prototypes requires a Senao long range phone system (restricted by FCC for use in US). We do not intend to use it in the capacity it was created, we need it to replicate actual IEDs found in the field.

Purpose of Operation
Please explain the purpose of operation:  IED training. This phone system is used as a component in a prototype build for an inert IED training device we are developing.
