                  Special Temporary Authority Explanation and Purpose of Operation


Rockwell Collins Inc. respectfully requests Special Temporary Authority to operate the transmitters
described in the application file number referenced above. Rockwell Collins seeks to demonstrate its
FlexNet™ radio technology at the 2011 Coalition Warrior Interoperability Demonstration (“CWID”), an
annual event directed by the Chairman of the Joint Chiefs of Staff that showcases cutting-edge
information technology. Specifically, Rockwell Collins seeks to demonstrate the capability to link the
sites located at Petersen Air Force Base in Colorado Springs, Colorado identified in the application using
UHF band frequencies to enable high data rate transmissions between the sites.1

Special Temporary Authority is required because Rockwell Collins does not hold any existing FCC
authorizations that enable transmissions using the operating parameters described in the application.
Rockwell Collins will no longer require this STA at the conclusion of the 2011 CWID.

Because the UHF frequencies identified in the application correspond to frequencies used by television
broadcast services, Rockwell Collins intends to coordinate with the Society of Broadcast Engineers or
other entity designated by the Federal Communications Commission to ensure that the demonstrations
will not cause harmful interference to incumbent broadcast licensees. Rockwell Collins submits the
