This refers to application, File No. 0164—EX—ST—2011, for an experimental authorization.

You are advised that the Commission is unable to grant your application for the facilities requested. NTIA
objects to the Federal Communications Commission Special Temporary Authorization (STA) requested
by Rockwell Collins Inc. for Colorado Springs, CO. during the period 6 May 2011 thru 1 August 2011, until
the following conditions are met:

1. The frequency band 225 thru 399.9 MHz, the Department of Defense Channeling plan, does not
support operations with large emissions of 1.6 MHz.

2. Rockwell Collins Inc. needs to develop this technology using another frequency band within 4400 thru
4940 MHz.
