Rockwell Collins, Inc. Call Sign WE2XVZ Exhibit 1 Description of Proposed Modification Rockwell Collins, Inc., a part of Collins Aerospace (“Collins”), respectfully requests modification of its experimental license with call sign WE2XVZ to add an experimental weather radar to the license. This radar is located in Melbourne, Florida. If approved, Collins will use this radar consistently with its current experimentation under this license: to provide advanced weather radar solutions designed to enhance the situational awareness of aircraft through weather avoidance information and to enable operators to provide safe, comfortable air transit. Through this experimentation, Collins also seeks to leverage its existing radar technologies to develop new, low-cost ground-based weather radar solutions. Such systems could enhance safety and efficiency in areas where existing higher power weather radar systems do not provide complete coverage or where no weather radar solutions currently exist, such as remote oil, gas, or mining operations, secondary airfields, and sporting and other public events that have the potential to be impacted by local weather phenomena. Operations will continue to be limited to activities contemplated under the Commission’s rules, including technical demonstrations of equipment or techniques, demonstration of equipment to prospective purchasers, testing of equipment in connection with production or regulatory approval of such equipment, development of radio technique, and limited market studies.
