Captain Ruening:

I spoke with Randy Whittington this AM. Randy said we're going with a Classified FCC Experimental
License in short term and he would work with your organization for the long term solution.

A few weeks ago, Boeing asked Raytheon to take the lead on pulling this together since we have most of
what is needed to file to the FCC in our office. We can also work with the Boeing Spectrum Shop if
requested. I don't think Boeing has a copy of the J/F-12 with all the technical parameters to create the
application.

Darrel Murray and Scott Vogt:

Craig Mauldin in our shop will pull together the license request. We are missing a number of details
needed to create the submittal and process it through the classified mail room to FCC. (SCG, DD Fm 254,
which emission designators/modes will be used, exact dates, etc)

Craig will send you a list of specifics he will need, but I think it would be good to meet in our spaces to
work on this in our classified space in person.
