Explanation
Please explain in the area below why an STA is necessary:
Operation is short term -- only 180 days. Equipment is experimental, not yet type accepted, and cannot transmit station ID, so licensing under Part 90 is not possible. Purpose is only to demonstrate. If the system is found desirable by the airport, type acceptance and permanent licensing will be applied for. Purpose is testing and evaluation of new TRACS vehicle location system, which will enable a busy area like an airport to track the location of all mobile vehicles on the premises. This application requests authority to demonstrate, test, and evaluate the system at Chicago-O'Hare International Airport. Transmitters will be placed on three mobile vehicles and will communicate with one base station in a building. The base station operator will have a visual display of the location of the vehicles on the airport grounds. Test and demonstration of vehicle location system. Racal NCS, Inc. has applied for type certification and shall apply for permanent licenses once approved.

Purpose of Operation
Please explain the purpose of operation:  Test and demonstration of vehicle location system.
