Band to Provide Television Coverage in Los Angeles, California.

RF Film, Inc. hereby requests Special Temporary Authority (STA) to operate in the 2360-
2390Mhz telemetry band pursuant to Section 21.25 of the Commission’s Rules. RF Film,
Inc. requests that the Commission grant it temporary authority to operate on the
frequency centered at 2382MHz with a 16 MHz bandwidth from July 15, 2013 with
intermittent usage and ceasing operation on September 15, 2013. As explained below,
RF Film, Inc. is filing an STA request for the shooting of a Marvel/Disney feature film
currently titled “Captain America” shooting in Los Angeles, California. RF Film, Inc.
submits that there are extraordinary circumstances warranting a grant of the STA
request.

Vita-Ray Productions has contracted RF Film, Inc. to provide the necessary microwave
for the filming of this movie. Due to the extreme frequency congestion in the Los
Angeles, California area, coupled with the added congestion from traditional Television
and News coverage of the special event, RF Film requests the use of channels in the
2360 - 2390 MHz Telemetry Band.

RF Film, Inc. certifies that the operation of the requested channel for the purposes
specified herein will not cause interference to any established stations.

Grant of the instant request for STA in the 2.3GHz band would serve the public interest
by enabling RF Film, Inc to supply the requested remote video coverage for this event.
The proposed service would enhance filming of the event by providing on the spot
pictures from mobile locations that would not otherwise be available to the production
company. RF Film, Inc. is in the process of obtaining the consent of the relevant
frequency coordinators for this project, including AFTRCC.

In accordance with Section 74.633 of the Commission’s Rules, the following is provided:

not to exceed 60 days. No application for regular authorization will subsequently be filed.

RF Film, Inc. certifies that no party to the application is subject to a denial of federal
benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C ξ 853(a).
