Mr. Schantz,
In order to make a determination that the proposal will not cause impermissible interference to broadcast
stations, we will need additional information, both about the proposed device and about the security
procedures that will be used to prevent its improper use. The device appears to be a fixed-frequency
transmitter, with no internal means to avoid interference such as a "listen-before-transmit" feature. This
means that, although the device may work without causing interference at one location, it could
potentially cause interference if moved to another location. The proposal states that "Q-Track does not
anticipate signals propagating beyond the building within which propagation is being evaluated."
However, it appears that outdoor tests also are proposed, which would nullify the shielding afforded by a
building. Thus, in order to approve the test program, we will need specific information as to the
precautions which will be taken to avoid interference to licensed stations. In addition, we have a further
concern that the device, if put into commercial use, could proliferate beyond its intended service area and
cause interference to broadcast stations. Once a device is sold to a customer, the manufacturer has no
control over relocation of the device from one community to another, and such relocation could result in
interference to licensed broadcast stations. We will need information as to how this issue will be
addressed if the device moves from the experimental stage to commercial development.



The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of November 19, 2007 may result
in application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section
1.1108.
