Dear Sir or Madam:

        Northrop Grumman Systems Corporation ("NGSC") hereby requests an expedited grant
of Special Temporary Authority (“STA”) to cover intermittent fixed/base and airborne mobile
experimental testing on frequencies in the L and S Bands, in Colorado, from October 1, 2007,
until March 30, 2008. NGSC requires the STA in order to test an Enerdyne Enerlinks II Datalink
in a proprietary configuration as part of a non-contractual test activity project to develop
innovative systems for the U.S. military and other customers.

       The proposed fixed/base and airborne mobile experimental operations will be located at
and around the following two locations:

• Pueblo Municipal Airport (Pueblo County), Colorado (Lat/Long: 38-17-21 N / 104-29-48 W;
  Elevation: 1441 meters); and

• Centennial Airport (Arapahoe County), Colorado (Lat/Long: 39-34-12 N / 104-50-58 W;
  Elevation: 1794 meters).

       The fixed/based operations will be located at the airports and with will utilize an
Enerdyne Enerlinks II Datalink and 18 dbm directional 2-Axis, steerable, tracking antenna with a
height of 2.4 meters. The transmissions will be at a frequency centered at 2305 MHz, with a peak
output power of 20 Watts and a peak Effective Radiated Power (ERP) of 796 Watts. The
modulation will be FSK, and the Emission Designator will be 5M0F2C.

       The airborne mobile operations with be located within an 185 kilometer radius of the
fixed/based location, flying at a maximum altitude 13,716 meters, and will utilized an Enerdyne
Enerlinks II Datalink and a 4 dbm omnidirectional antenna mounted on Adam Aircraft A-700.
The transmissions will be at frequency center at 1750 MHz, with a peak output power of 20
Watts and a peak Effective Radiated Power (ERP) of 32 Watts. The modulation will be FSK, and
the Emission Designator will be 5M0F2C.

        If necessary, NGSC will coordinate with any government or non-government incumbents
prior to commencing transmissions at 1750 and MHz in order to prevent harmful interference to
any incumbent operations. In addition, while NGSC requests herein specific frequencies at 1750

and 2305 MHz, NGSC is open to using any frequency in the 1710 to 1850 MHz range for
airborne mobile operations and any frequency in the 2200 to 2400 MHz range for fixed/base
operations.

         I certify that I am an authorized employee of Northrop Grumman Systems Corporation.

                              Respectfully submitted,

                              NORTHROP GRUMMAN SYSTEMS CORPORATION
