                      NARRATIVE EXPLANATION OF OPERATION


This is a refiling of an STA request that has been granted by the Commission for a period
to begin December 1, 2018 and end June 2, 2019 (See, WN9XPO, File Number 1810-EX-ST-
2018). This new application for the same facilities is necessitated by the fact that as filed and as
granted, the prior application specified an incorrect Effective Radiated Power and an Incorrect
Transmitter Power Output. This application corrects those figures. Because the power difference
is not trivial, this additional STA filing was suggested by a member of the Commission’s staff.
Because the facilities specified herein are for use in fulfilling a contract for the United States Air
Force, it is necessary to request expedited re-processing of this application so that no time is lost
in the testing process.

Persistent Systems, LLC requests a grant of special temporary authorization for terrestrial-only
testing of a mobile networking (MANET) system to fulfill a contract for the United States Air
Force at four locations at and near Malmstrom Air Force Base in Montana. It is urgent to conduct
point-to-point testing of embedded modules utilizing C-band embedded antennas. The antennas
will be directional with 23 dB gain. The center frequency at each location will be 4550 MHz
with a 20 megahertz occupied bandwidth. The Effective Radiated Power will be 1259 watts. Two
of the four locations specified herein are under the control of the United States Air Force and are
used with permission.

Throughout the testing period, complete shutdown of all antennas can be accomplished
immediately.

Should any interference be reported, all testing and demonstrations will cease immediately and
will not resume unless and until all such interference is resolved to the reasonable satisfaction of
the complainant.
