                       NARRATIVE EXPLANATION OF OPERATION

Persistent Systems, LLC requests grant of special temporary authorization for terrestrial-only
point-to-point tower testing of a C-Band and S-Band communications network system to fulfill a
contract for the United States Air Force Research Laboratory (AFRL contract # FA8650-19-C-
9227) at two locations in Colorado, Mount Evans and Mount Lincoln in Colorado. The purpose
of the STA is to conduct point-to-point testing of embedded modules utilizing C-band and S-
band sector antennas. The antennas are directional with 12 dB gain. The center frequency at each
location will be 4550 MHz and 2277 MHz with a 20 megahertz occupied bandwidth. The two
locations specified are under the control of the United States Air Force and are used with
permission.

Throughout the testing period, complete shutdown of all antennas can be accomplished
immediately.

Should any interference be reported, all testing and demonstrations will cease immediately and
will not resume unless and until all such interference is resolved to the reasonable satisfaction of
the complainant.
