Explanation
Please explain in the area below why an STA is necessary:
Parallel Wireless seeks to perform a demonstration of a prototype network system cellular base station in the Band 14 public safety LTE band. Parallel Wireless’s existing Special Temporary Authorities do not cover the area and dates of the demonstration. Specifically, the STA is requested for a exercise taking place on September 14, 2016, at the Grand Canyon West Skywalk, shown in Attachment A. The demonstration will take place as part of the Arizona Public Safety Broadband Network (PSBN) Tribal Full-Scale Exercise (FSE), being conducted in conjunction with the Arizona Department of Administration (ADOA) and the Hualapai Nation. The STA is necessary for Parallel Wireless to participate in the exercise intended to provide first responders a simulation emergency event. Although the exercise will be held on September 14, 2016, the technology resources have been requested to arrive at the site and tested in the days prior to the exercise. Therefore, Parallel Wireless is requesting this STA for the period of September 9, 2016 to September 16, 2016.

Purpose of Operation
Please explain the purpose of operation:  The objective of this demonstration is to showcase the network capabilities of the experimental Parallel Wireless system in the Band 14 public safety LTE Band, during the Arizona Public Safety Broadband Network (PSBN) Tribal Full-Scale Exercise (FSE). The State of Arizona has implemented a program to provide education to first responders on the capabilities of the future PSBN. The PSBN FSE will demonstrate the application of emerging technologies that are intended to enhance emergency response operations, specifically where there is a lack of wireless infrastructure in the remote location to provide rigorous testing conditions. The PSBN FSE is intended to initiate a multi-agency, multi-jurisdictional response to a simulated emergency incident. Exercise Players will demonstrate the ability of the LTE technology to enhance interoperability of data and voice among tribal, local, state, federal agencies, and allied organizations. The primary exercise participants include the members of the Hualapai Nation Fire and Police departments and mutual aid agencies. Additional participants include the Grand Canyon West Corporation, Mohave County Office of Emergency Management and Sheriff’s department, Yavapai Sheriff’s Department, Arizona Department of Administration and Emergency and Military Affairs, National Guard, and First Responder Network Authority (FirstNet). Parallel Wireless will provide the Band 14 public safety LTE coverage that will be used by responders during the exercise. The demonstration will utilize 3 CWS-3XXX and 1 CWS-210 unit from Parallel Wireless to provide Band 14 coverage. The CWS-3XXX base stations will be fixed units at the Grand Canyon West Skywalk (2 units) and at the Hualapai Nation Police Department building in Peach Springs (1 unit). All of the fixed units will be mounted on poles less than 6 meters high. Turning to the CWS-210 unit, this unit will be installed in a vehicle that will be moving back and forth between the Grand Canyon West Skywalk and Hualapai Nation Police Department building fixed station location sites. There is no commercial activity or mission-critical telecommunications support being provided as part of this demonstrations. Parallel Wireless respectfully requests consideration of this request and will provide all cooperation and assistance needed.
