Please explain in the area below why an STA is necessary:
Parallel Wireless, Inc. is an innovative company developing next-generation 3G, 4G, and 5G radio access networks. Parallel Wireless, in cooperation with the Department of Homeland Security (DHS), would like to participate in the 2017 First Responder Electronic Jamming Exercise, occurring at the U.S. Department of Energy’s Idaho National Laboratory from July 16–22. The purpose of the DHS Jamming Exercise is generally to prepare public safety organizations to recognize, respond, report, and resolve jamming incidents, and also to support procurements from the DHS approved equipment list by testing a variety of equipment. At the direction of DHS, Parallel Wireless is applying for the STA on behalf of itself and also the other participants of the jamming exercise. An STA is necessary in order to conduct activities on LTE Band 14. Parallel Wireless is undertaking this jamming exercise in conjunction with DHS, and will share research results with the Public Safety Communication Research Program (PSCR), FirstNet, and cooperating vendors in the public safety broadband markets. Purpose of Operation
Please explain the purpose of operation:  DHS exercise For the DHS Jamming Exercise, the Idaho National Laboratory site will host a Parallel Wireless deployable CWS-3050. The CWS-3050 is a Band 14 eNodeB. This Band 14 eNodeB will be connected to a single dual polarized antenna that supports a single directional sector, with 2x2 MIMO coverage. An embedded EPC will serve as the primary core. If the signal from carrier LTE backhaul is adequate, the CWS may integrate with the EPC at Harris County (Houston) or LARICS (Los Angeles). DHS has asked Parallel Wireless to serve as spectrum manager for Band 14 during this Exercise. Other participants are also expected to transmit on Band 14, but only with lower radiated power and smaller effective footprint, during the Exercise. Parallel Wireless understands that Nokia has applied separately for authorization to operate at the Exercise. Parallel Wireless will coordinate all transmission activity with all parties identified by DHS. There is no commercial activity or mission-critical telecommunication support being provided as part of this demonstration. Rather, the demonstration is proof-of-concept.
