Dear Steve:
Thanks for your quick response to our request to provide a Band 14 network at Levi's Stadium in
Santa Clara and the NFL Experience site at the Embarcadero in San Francisco. Security for the
Super Bowl demands access to high-speed data services. However, we know that the existing
commercial services available around Levi’s Stadium are not designed for or capable of
supporting this mission.
A consortium of several public and private entities, including BAYRICS, the FBI and the Northern
California Regional Intelligence Center (NCRIC), are engaged in critical security and incident
response preparations for the Super Bowl 50 at Levi’s Stadium on February 7, 2016. The
entities are anticipating your provision of a Band Class 14 LTE network to support these
activities. We are relying on you to coordinate all required activities and parties including RF
permitting, installation, network management, the EPC, backhaul, handsets and other UE, plus
the COW to power and mount your RAN. We are looking to Parallel Wireless as the single point
of contact for the various elements required to deliver the Band 14 coverage. We are also
relying on you to obtain the Special Temporary Authority from the Federal Communications
Commission to conduct these temporary, limited and non-mission critical operations on Band
Class 14 within BayRICS’ anticipated area of operation.
The Bay Area Regional Interoperable Communications Systems Authority (BayRICS) is a regional
Joint Powers Authority representing seven Counties and the three big Cities in the San Francisco
Bay Area. BayRICS has conducted significant work toward completion of a wireless broadband
network for public safety using 700 MHz Public Safety Broadband and D Block Spectrum (Band
Class 14). We appreciate your hard work and support for this key test of public safety
broadband.
